Open Letter from Free Play Network members to Secretary of State for Culture, Media & Sport Tessa Jowell MP

In June 2001, the Labour Party made an election promise to "earmark" £200 million of National Lottery money to "create 2,000 new children's safe play areas throughout the UK."

The November/December 2004 edition of Play Today reports that today the Government is "on the brink of breaking that promise".

The Free Play Network has sent an open letter to the Secretary of State for Culture, Media & Sport Tessa Jowell MP, asking her to give an assurance that the £200 million will be, as originally intended, a designated fund for play. The letter was published in Children Now in December 2004. It has also be sent to a number of Members of Parliament who have expressed an interest in children and play.

Re: £200 million national lottery funding for Children's Play

We understand that the £200 million national lottery funding announced for children's play by your predecessor, the Rt Hon Chris Smith MP in June 2001, is no longer to be ring fenced for play. This despite repeated government assurances to the contrary and the overwhelming case in favour of establishing a dedicated funding stream for play, in particular for disabled children and those who suffer from disadvantage.

In November 2003, Minister for the Arts Estelle Morris MP told the House of Commons that the NOF money was "real pounds, shillings and pence that bring about real improvement in play."

There was widespread approval for Labour Party's general election pledge to "earmark £200 million for the next round of the New Opportunities Fund to create 2,000 new children's safe play areas throughout the UK."

In January 2004, following extensive consultations - including consultations with children - a Review chaired by Frank Dobson MP, Getting Serious About Play, recommended that the £200m should:

  • improve and create thousands of spaces where children and young people can play freely and in safety;
  • and be focused on areas and groups with the poorest access to good quality play opportunities with a major emphasis on the inclusion of disabled children and young people.

We are writing to ask you, as Secretary of State for Culture, Media & Sport, to give us your assurance that the £200m will be, as originally intended, a designated fund for play in line with the founding assumption of the play review Getting Serious About Play and its subsequent recommendations. Children deserve nothing less.
